NBHA-26-140 Exterior Painting at Westlawn and Brickenwood

The New Bedford Housing Authority, the Awarding Authority, invites sealed bids from qualified contractors to provide EXTERIOR PAINTING at the Brickenwood and Westlawn public housing developments (NBHA-26-140) in New Bedford Massachusetts in accordance with the contract documents. The successful bidder, upon notification to proceed with the work, will be required to complete this project within one hundred twenty (60) calendar days.

Sealed bids will be accepted, at the New Bedford Housing Authority Procurement Office 128 Union Street 4TH Floor New Bedford Massachusetts 02740, until 2:00 p.m. on Thursday August 27, 2026 at which time and place said bids will be opened, witnessed and distributed via e-mail thereafter to all bidders. If at the advertised time scheduled for the bid opening the New Bedford Housing Authority Procurement Office is closed due to uncontrolled events such as fire, snow, ice, wind or building evacuation, then the bid opening will be postponed until 10:00 a.m. on the next regularly scheduled business day. All bids will be accepted until that time and date.

 Bid Documents will be available from New Bedford Housing Authority, Procurement Office, 128 Union Street, 4TH Floor, New Bedford, Massachusetts 02740 between regular business hours of 8:30am and 4:30pm, Monday through Friday excluding holidays (or any other office closure) beginning July 29, 2026. Bidders may obtain Bid Documents by e-mailing their contact information to Kevin Rego, Procurement Agent, at kevin.rego@nbha-ma.org.

General bids will be rejected unless a Bid Deposit is included that is not less than five percent (5%) of the value of the total bid amount and made payable to the New Bedford Housing Authority.

All bids are subject to M.G.L. c.149 §44A-J, to minimum wage rates as required by M.G.L. c.149 §§26 to 27H inclusive, the U.S. Dept. of H.U.D. 7460.8 REV2 and 2 CFR Part 200 §§ 200.317–200.326 each where applicable. The Authority will reject any and all bids when required to do so by the above referenced General Laws. No bid shall be withdrawn for a period of sixty (60) days upon opening of bids without the consent of the Authority. The Authority reserves the right to waive any informalities or irregularities in any or all bids, or to reject any or all bids, in whole or in part, if it be in the public interest to do so.

In accordance with Section 3 of the HUD act of 1968, as amended, opportunity for employment and contracting to the greatest extent feasible shall be given to Section 3 eligible residents and businesses.
