NBHA 24-133 – HEATING WORK ON-CALL

INVITATION FOR BIDS

 

The New Bedford Housing Authority (NBHA), the Awarding Authority, invites sealed bids from qualified Massachusetts Division of Capital Asset Management and Maintenance (DCAMM) certified HVAC (HV01) contractors to provide ON-CALL, routine and emergency HEATING SYSTEM response and repair WORK (NBHA-24-133) in accordance with the contract documents. The Work under this contract shall be performed on an as needed basis, in state aided and federally funded public housing developments owned and operated by the NBHA in New Bedford, Massachusetts. A list of all NBHA developments to be included in the contract is contained in the project manual. Award will be made to the lowest responsible and eligible bidder. The term of the contract is for one (1) year.

Sealed Bids will be received until 2:00 p.m., Friday November 22, 2024 at which time and place said bids will be publicly opened and read aloud immediately thereafter. All Bids must be delivered to: the New Bedford Housing Authority Procurement Office, 128 Union Street – 4TH Floor, New Bedford, Massachusetts 02740 and received no later than the date & time specified above.

General bids shall be accompanied by a bid deposit (certified or cashier’s check) that is not less than five (5%) of the greatest possible bid amount (considering all alternates) and made payable to the New Bedford Housing Authority. Bidders must also submit, as part of their bid, the following: Form for (HUD 2530) Previous Participation; Form for (HUD 5369-A) Representations, Certifications, and Other Statements; Form for Section 3 Business – Employee List; Form for Contractor Certification of Compliance (President’s Executive Order 11246); Form for Certification of Bidder Regarding Equal Employment Opportunity; Form for Corporate Identification; Form for Revenue Enforcement and Protection (REAP) Certification; Form for Bidder’s References; Qualifications Data Form; Form for Unit Prices; Form for DCAMM Update Statement; Form for DCAMM Certification of Eligibility {HVAC}; Non-Collusive Affidavit of General Bidder; Bid Bond (in the amount of 5% of Bid); Signed Form for General Bid.

 

Bids are subject to M.G.L. c.149, §§ 44A-44J and to minimum wage rates as required by M.G.L. c.149 §§26 to 27H inclusive. Bids are also subject U.S. Dept. of H.U.D. 7460.8 REV2 and 2 CFR Part 200 §§ 200.317-200.326 each where applicable. No bid shall be withdrawn for a period of thirty (30) days upon opening of bids without the consent of the Authority. The Authority will reject any and all bids when required to do so by the above referenced General Laws. In addition, the Authority reserves the right to waive any informality in any or all bids or to reject any or all bids (in whole or in part) if it be in the public interest to do so.

 

In accordance with Section 3 of the HUD act of 1968, as amended, opportunity for employment and contracting to the greatest extent feasible shall be given to Section 3 eligible residents and businesses.
