INVITATION FOR BIDS

The New Bedford Housing Authority, the awarding authority, invites sealed bids from qualified contractors to provide professional Solid Waste and Recyclables Collection and Disposal Services in accordance with the contract documents. At the discretion of the Authority, separate contracts may be awarded for 1.) solid waste collection and disposal services, 2.)  recyclable materials collection and disposal services, 3.) additional fees. The work will be performed at numerous State aided and Federally funded public housing developments owned and operated by the New Bedford Housing Authority in New Bedford, Massachusetts. The total estimated cost is $965,000. The New Bedford Housing Authority will award one (1) contract to the responsive and responsible bidder offering the best price exclusive of the price for Recyclables Collection and Disposal Services which may be awarded as a separate contract. The contract requires firm fixed unitized pricing for all required services. The bids provided must include pricing for all contract years, services and locations listed. The term of the contract is for a three (3) year period. It is anticipated that the term shall extend from: September 2024 to September 2027. Based on Governor Baker’s declared state of emergency, in-person bid openings are not required at the present time, therefore bids will not be publicly opened. However, sealed bids will be received until 2:00 p.m., Wednesday July 17, 2024 opened forthwith, read aloud, witnessed and the results distributed to all bidders by e-mail soon thereafter. All Bids should be sent to: the New Bedford Housing Authority Procurement Office, 128 Union Street, 4TH Floor, New Bedford, Massachusetts 02740 and received no later than the date & time specified above. Unexpected Closures: If at the advertised time scheduled for the bid opening the New Bedford Housing Authority – Procurement Office is closed due to uncontrolled events such as snow, ice, fire, wind or building evacuation, then the bid opening will be postponed until 10:00 a.m. on the next scheduled business day and all bids will be accepted until that time and date.

 Each bid shall be accompanied by; a signed Form for Bid, a signed Form for Unit Prices, a Non-Collusive Affidavit of General Bidder, Revenue Enforcement and Protection (REAP) Certification, Corporate Identification, Bidder’s Qualification Statements, References, Contractor Certification of Compliance with Executive Order 11246, Certification of Bidder Regarding Equal Employment Opportunity and Form HUD 5369-C – Certifications and Representations of Offerors.

All bids are subject to M.G.L. c.30B, §5 and the U.S. Dept. of H.U.D. 7460.8 REV2 and 2 CFR Part 200 §§ 200.317-200.326 each where applicable. No bid shall be withdrawn for a period of sixty (60) days upon opening of bids without the consent of the Authority. The Authority reserves the right to waive any informalities or irregularities in any or all bids, or to reject any or all bids, in whole or in part, if it be in the public interest to do so. The Authority will reject any and all bids when required to do so by the above referenced General Laws.

 

In accordance with Section 3 of the HUD act of 1968, as amended, opportunity for employment and contracting to the greatest extent feasible shall be given to Section 3 eligible residents and businesses.
