INVITATION FOR BIDS
GENERAL BIDS
The New Bedford Housing Authority (the “Awarding Authority”) invites sealed bids from qualified Roofing or Exterior Siding Contractors for NBHA No. 071-2025 Bay Village Awning & Porch Trim replacement, in accordance with the Contract Documents prepared by MKA Architecture.
The Project consists of removing and replacing exterior trims at the awnings and porches and replacing dormer gable vents of Building #1, #2, #19, and #20 within the Bay Village development, which consists of twenty-two (22) occupied residential buildings located along Acushnet Avenue and Second Street, New Bedford, Massachusetts. New trim shall be cellular PVC, matching the profile, dimensions, and finish of the existing trim, as detailed on the Drawings. The work also includes installation of shop-fabricated custom stormwater diverters of formed aluminum sheet to awnings and porches in locations indicated on the Drawings.
The work is estimated to cost: $151,000.00.
Bids are subject to M.G.L. c.149 §44A-J & to minimum wage rates as required by M.G.L. c.149 §§26 to 27H inclusive. This project is federally funded and is also subject to federal prevailing wage requirements under the Davis-Bacon Act.

NOT BE ACCEPTED. Please review the instructions in the bid documents on how to register as an electronic bidder. All Bids shall be submitted online at www.biddocs.com and received no later than the date and time specified.
General bidders must be certified by the Division of Capital Asset Management and Maintenance (DCAMM) in the following category of work, Roofing or Exterior Siding Contractors, and must submit a current DCAMM Certificate of Eligibility and signed DCAMM Prime/Roofing Contractor Update Statement.
General Bids will be received until 2:00 PM, Wednesday, June, 17, 2026, and publicly opened online, forthwith.
RFIs will be received until 2:00 PM, Wednesday, June 10, 2026
General bids and sub-bids shall be accompanied by a bid deposit that is not less than five (5%) of the greatest possible bid amount (including all alternates), and made payable to the NEW BEDFORD HOUSING AUTHORITY. Note: A bid deposit is not required for Projects advertised under $50,000.
Bid Forms and Contract Documents will be available Wednesday May 20, 2026 at www.biddocsonline.com (may be viewed electronically and hardcopy requested) or at Nashoba Blue, Inc. at 433 Main Street, Hudson, MA 01749 (978-568-1167).
There is a plan deposit of $50.00 per set (maximum of 2 sets) payable to BidDocs Online Inc. Deposits may be electronically paid or must be a check. This deposit will be refunded for up to two sets for general bidders and for one set for sub-bidders upon return of the sets in good condition within thirty days of receipt of general bids. Otherwise, the deposit shall be the property of the Awarding Authority. Additional sets may be purchased for $50.00.
Bidders requesting Contract Documents to be mailed to them shall include a separate check for $40.00 per set for UPS Ground (or $65.00 per set for UPS overnight), payable to BidDocs ONLINE, Inc., to cover mail handling costs.
General bidders must agree to contract with minority and women business enterprises as certified by the Supplier Diversity Office (SDO), formerly known as SOMWBA. The combined participation goal reserved for such enterprises shall not be less than 12% of the final contract price. PRE-BID CONFERENCE
A Pre-bid conference shall be held on Wednesday May 27, 2026, at 10:00 am. The meeting will begin at the 158 Acushnet Avenue, New Bedford, MA 02746.

OSHA REQUIREMENTS
The contractor and all subcontractors shall furnish to the Owner, with the first certified payroll report, documentation indicating that each employee has successfully completed 10 hours of an OSHA course in construction safety and health. This course must be approved by the United States Occupational Health and Safety Administration.
RIGHT OF THE AWARDING AUTHROITY TO REJECT BIDS
The New Bedford Housing Authority (NBHA) reserves the right to waive any informality in or reject any and all bids or to waive any informality in the bidding if it be in the public interest to do so. No bid shall be withdrawn for a period of thirty (30) days, Saturdays, Sundays and legal holidays excluded, after approval of the award by the NBHA without written consent of the NBHA.
MINIMUM WAGE RATES
Bids are subject to minimum wage rates established for the project by the Federal Davis-Bacon Act (DBA) subject to the provisions of 29 CFR 5.5 as amended by the U.S. Department of Labor and as required by M.G.L. c. 149 § 26 to 27H inclusive.
Minimum rates of pay have been established for the project by the Secretary of Labor in accordance with Public Law 403 and the Seventy-fourth Congress approved August 10, 1935 as amended. Additionally, the project is subject to Title VI of the Civil rights Act of 1964 & Section 3 of the Housing and Urban Development Act of 1968.
