INVITATION FOR BIDS
GENERAL BIDS
The New Bedford Housing Authority, the Awarding Authority, invites sealed bids from qualified Roofing Contractors for NBHA No. 040-2025 14 Adams Street Roof Replacement & Solar Panel reinstallation, in accordance with the documents prepared by Fish Design and Architecture, LLC. The project site is located at 14 Adams Street, New Bedford, MA:
The work consists of roof replacement and reinstallation of the existing photovoltaic (PV) solar panel system. Work includes temporary removal and storage of approximately 212 solar panels and associated components; roof deck repairs as required, complete removal and replacement of the existing PVC roofing system including membrane, insulation, roof coverboard, air barrier, flashings, fascia, gutters, downspouts, and rain barrels; and reinstallation, reconnection, and testing of the solar panel system in accordance with the electrical drawings.
The work is estimated to cost: $310,000.00.
Bids are subject to M.G.L. c.149 §44A-J & to minimum wage rates as required by M.G.L. c.149 §§26 to 27H inclusive. This project is federally funded and is also subject to federal prevailing wage requirements under the Davis-Bacon Act.

General bidders must be certified by the Division of Capital Asset Management and Maintenance (DCAMM) in the following category of work, Roofing Contractor, and must submit a current DCAMM Certificate of Eligibility and signed DCAMM Prime/Roofing Contractor Update Statement.
General Bids will be received until 2:00 PM, Wednesday, March, 25, 2026, and publicly opened online, forthwith.

Bid Forms and Contract Documents will be available Wednesday March 4, 2026 at www.biddocsonline.com (may be viewed electronically and downloaded at no cost) or hard copies may be purchased online at www.dibdocs.com or at Nashoba Blue, Inc. at 433 Main Street, Hudson, MA 01749 (978-568-1167).
There is a plan deposit of $50.00 per set (maximum of 2 sets) payable to BidDocs Online Inc. Deposits may be electronically paid or must be a check. This deposit will be refunded for up to two sets for general bidders and for one set for sub-bidders upon return of the sets in good condition within thirty days of receipt of general bids. Otherwise, the deposit shall be the property of the Awarding Authority. Additional sets may be purchased for $50.00.
Bidders requesting Contract Documents to be mailed to them shall include a separate check for $40.00 per set for UPS Ground (or $65.00 per set for UPS overnight), payable to BidDocs ONLINE, Inc., to cover mail handling costs.
General bidders must agree to contract with minority and women business enterprises as certified by the Supplier Diversity Office (SDO), formerly known as SOMWBA. The combined participation goal reserved for such enterprises shall not be less than 12% of the final contract price. See Contract Document Section, New Bedford Housing Authority W/MBE Goals and Requirements.
PRE-BID CONFERENCE
A Pre-bid conference shall be held on Tuesday March 10, 2026, at 10:00 am. The meeting will begin at the parking lot area located at 14 Adams St., New Bedford, MA 02746.

OSHA REQUIREMENTS
The contractor and all subcontractors shall furnish to the Owner, with the first certified payroll report, documentation indicating that each employee has successfully completed 10 hours of an OSHA course in construction safety and health. This course must be approved by the United States Occupational Health and Safety Administration.
RIGHT OF THE AWARDING AUTHROITY TO REJECT BIDS
The New Bedford Housing Authority (NBHA) reserves the right to waive any informality in or reject any and all bids or to waive any informality in the bidding if it be in the public interest to do so. No bid shall be withdrawn for a period of thirty (30) days, Saturdays, Sundays and legal holidays excluded, after approval of the award by the NBHA without written consent of the NBHA.
MINIMUM WAGE RATES
Bids are subject to minimum wage rates established for the project by the Federal Davis-Bacon Act (DBA) subject to the provisions of 29 CFR 5.5 as amended by the U.S. Department of Labor and as required by M.G.L. c. 149 § 26 to 27H inclusive.
Minimum rates of pay have been established for the project by the Secretary of Labor in accordance with Public Law 403 and the Seventy-fourth Congress approved August 10, 1935 as amended. Additionally, the project is subject to Title VI of the Civil rights Act of 1964 & Section 3 of the Housing and Urban Development Act of 1968.
