INVITATION FOR BIDS

 

 

GENERAL BIDS

 

The New Bedford Housing Authority invites Contractors to submit Bids for NBHA # 009-2026 Heating Unit Replacement at Brickenwood Family Development with  a general location of 52 Walker Street New Bedford, MA 02746  in accordance with the documents prepared by McKinnell McKinnell & Taylor Inc (MMT).

The Project consists of: Demolition of existing gas-fired, cast iron boilers and selected accessories and the installation of new gas-fired condensing boilers and selected accessories. Selective demolition of existing lighting and providing new luminaires. Work within Buildings 31, 47 and 48 shall form the base bid.

Alternates:      Alternate #1 Building 46; Alternate #2 Building 45; Alternate #3 Building 32;

Alternate #4 Building 44; Alternate #5 Building 42

 

The construction cost is estimated to be as follows:

Base Bid:          $450,000

Alternate #1:    $150,000

Alternate #2:    $150,000

Alternate #3:    $150,000

Alternate #4:    $150,000

Alternate #5:    $150,000

 

THIS PROJECT IS BEING ELECTRONICALLY BID AND HARD COPY BIDS WILL NOT BE ACCEPTED. 

 

Please review the instructions in the bid documents on how to register as an electronic bidder.  The bids are to be prepared and submitted at www.biddocsonline.com.  Tutorials and instructions on how to complete the electronic bid documents are available online.

 

All Bids should be submitted online at www.biddocsonline.com and received no later than the date and time specified above.

 

All bids must conform with provisions of Mass. General Law, Chapter 149, Section 44A – 44J.

 

General Bids will be received until 2:00 PM, Wednesday, March 25, 2026, and publicly opened online, forthwith.

General bidders must be certified by the Division of Capital Asset Management and Maintenance (DCAMM) in the following category of work: Prime/HVAC and must submit a current DCAMM Certificate of Eligibility and a signed Update Statement (CQ3)

 

Each general bidder must submit a completed HUD 5369-A Representations, Certifications and other Statements of Bidders and a completed HUD 2530 Previous Participation Schedule with their bid.

 

 

Filed sub-bids for the trades listed below will be received until 2:00 PM, Wednesday, March 18, 2026, and publicly opened on-line, forthwith.

 

Filed sub-bidders must be DCAMM certified for the trades listed below and bidders must include a current DCAMM Sub-Bidder Certificate of Eligibility and a signed DCAMM Sub-Bidder’s Update Statement.

In the event of a tie, the New Bedford Housing Authority will flip a coin assigning “heads” to the bidder whose company name is alphabetically last.  All tied bidders are required to attend the coin flip which shall be held on a coordinated date at the New Bedford Housing Authority Office located at 128 Union St. New Bedford, MA 02740.

No Bid of a General Bidder shall be withdrawn, after opening thereof, prior to thirty (30) days, Saturdays, Sundays, and legal holidays excluded, of the award of the general contract, without the consent of the New Bedford Housing Authority.

Once the Awarding Authority determines the low bidder, it will verify whether the Contractor is eligible by checking the Contractor’s most recent work as listed in the update statement.

PRE-BID CONFERENCE

A Pre-bid conference shall be held on Wednesday, March 11, 2026 at 10:00 AM.

The meeting will begin at 11 Yale Street (Building 31), New Bedford, MA 02745. 

BID DOCUMENTS AND DEPOSITS

Each bid shall be accompanied by a bid deposit in the form of a bid bond, cash, certified check, treasurer’s check or cashier’s check issued by a responsible bank or trust company made payable to the New Bedford Housing Authority in the amount of 5% of the bid proposal.  The Bid Deposit shall be satisfactory to the awarding authority and conditioned upon the faithful performance by the principal of the agreements contained in the Bid.  (A scanned copy shall be included with the electronic bid.)

Bid Forms and Contract Documents will be available at www.biddocsonline.com (may be viewed electronically and hardcopy requested) or at Nashoba Blue, Inc. at 433 Main Street, Hudson, MA  01749 on or after 8:00 AM, Friday, March 6, 2026.

There is a plan deposit of $50.00 per set (maximum of 2 sets) payable to Bid Docs Online Inc.  Deposits may be electronically paid or must be a certified or cashier’s check.   This deposit will be refunded for up to two sets for general bidders and for one set for sub-bidders upon return of the sets in good condition within thirty (30) days of receipt of general bids.  Otherwise the deposit shall be the property of the Awarding Authority.

Additional sets may be purchased or mailed (see www.biddocsonline.com website for rates).  Bidders requesting Contract Documents to be mailed to them shall include a separate check for $40.00 per set for UPS Ground (or $65.00 per set for UPS overnight), payable to BidDocs Online Inc.  to cover mail handling costs.

BID SECURITY

Bid Security shall be at least five percent (5%) of the greatest possible bid amount, considering all alternates. The Bid Security in the form of a Bid Bond shall be:

  1. with a surety company qualified to do business in the Commonwealth of Massachusetts and satisfactory to Owner;
  2. conditional upon the faithful performance by the principal of the agreements contained in the Bid; and
  3. submitted with your E-Bid online at Biddocsonline.com.

In lieu of and ONLY IN LIEU OF an insurance Bid Bond certificate submitted as outlined above (items a. through c.), a Bid Security in the form of cash, or a certified check, treasurer’s, or cashier’s check issued by a responsible bank or trust company and made payable to the Owner must be submitted with a completed Cash Bid Bond Affidavit form and received by the Owner before the time of bidding. In addition, the Bidder must also submit a completed Cash Bid Bond Affidavit form with their E-Bid. Download the Cash Bid Bond Affidavit form at www.Biddocsonline.com .

 

ADDENDA

Addenda, if issued, will be posted to the BidDocs website and shall be accompanied by e-mail notification to every individual or firm on record as having received the Bid Documents. Hard copies of addenda will not be mailed or faxed. It shall be the sole responsibility of the Contractor to ascertain the existence of any and all addenda.

If a bid is submitted prior to an Addendum being issued, the Bidder will receive an e-mail notification for informational purposes only. The Bidder must review the addendum, retract the bid, acknowledge all addenda, and re-submit the bid. If a Bidder fails to acknowledge all addenda their bid may be rejected by the Awarding Authority.

WITHDRAWAL OF BIDS (BEFORE OPENING OF BIDS)

Any bid may be withdrawn (retracted) prior to the designated deadline by selecting “Retract My E-Bid” from the project’s E-Bidding page. Upon retracting, the Bidder will receive a convenience e-mail for informational purposes only. It is the Bidder’s responsibility to review and confirm online that their bid has been retracted successfully.

OSHA REQUIREMENTS

The contractor and all subcontractors shall furnish to the Owner, with the first certified payroll report, documentation indicating that each employee has successfully completed 10 hours of an OSHA course in construction safety and health.  This course must be approved by the United States Occupational Health and Safety Administration.

RIGHT OF THE AWARDING AUTHROITY TO REJECT BIDS

The New Bedford Housing Authority reserves the right to reject any or all bids or to waive informalities in the bidding if it be in the public interest to do so.

MINIMUM WAGE RATES

Bids are subject to minimum wage rates established for the project by the Federal Davis-Bacon Act (DBA) subject to the provisions of 29 CFR 5.5 as amended by the U.S. Department of Labor and as required by M.G.L. c. 149 § 26 to 27H inclusive.

Minimum rates of pay have been established for the project by the Secretary of Labor in accordance with Public Law 403 and the Seventy-fourth Congress approved August 10, 1935 as amended.  Additionally, the project is subject to Title VI of the Civil rights Act of 1964 & Section 3 of the Housing and Urban Development Act of 1968.
