The New Bedford Housing Authority, the Awarding Authority, invites sealed bids from General Building Construction Contractors for Siding Replacement at their DeMedeiros II family housing on Whitman St. in New Bedford, Massachusetts, in accordance with the documents prepared by J.M. Booth and Associates, Inc., hereafter called the Architect.
The Project consists of, but is not limited to: the replacement of exterior siding and trim at four two-story duplex residential buildings, and associated repairs.
The work is estimated to cost $374,424 dollars. There are no subtrades or alternates.
All bids must conform with provisions of Mass. General Law, Chapter 149, Section 44A to 44L inclusive, M.G.L. c.30 § 39M & to minimum wage rates as required by the Davis/Bacon Acts subject to the provisions of 29 CFR 5.5 as amended by the U.S. Department of Labor. The project is subject to Title VI of the Civil rights Act of 1964, Section 3 of the Housing and Urban Development Act of 1968 and the instructions to Bidders. General Bidders must be certified by the Division of Capital Asset Management and Maintenance (DCAMM) in the following category of work, General Building Contractor, and must submit a current DCAMM Certificate of Eligibility and a signed DCAMM Prime/General Contractor Update Statement (Form CQ 3).
General Bids will be received until 2:00 PM on Thursday, August 25, 2022 and publicly opened online, forthwith.
All Bids shall be submitted electronically online at www.biddocsonline.com no later than the date and time specified above.
General bids must be accompanied by a bid deposit that is not less than five (5%) of the greatest possible bid amount (considering all alternates), and made payable to the New Bedford Housing Authority.

There is a plan deposit of $ 50 per set (maximum of 2 sets) payable to BidDocs Online Inc. Additional sets may be purchased for $50 per set for an additional two sets maximum.
Deposits may be electronically paid or must be a certified or cashier’s check. This deposit will be refunded for up to two sets for general bidders and for one set for sub-bidders upon return of the sets in good condition within thirty (30) days of receipt of general bids. Otherwise the deposit shall be the property of the Awarding Authority.
Bidders requesting Contract Documents to be mailed to them shall include a separate check for $50.00 per set for UPS Ground (or $65.00 per set for UPS overnight), payable to the BidDocs Online Inc., to cover mail handling costs.
General bidders must agree to contract with minority and women business enterprises as certified by the Supplier Diversity Office (SDO), formerly known as SOMWBA. The combined participation goal reserved for such enterprises shall not be less than 12% of the final contract price including accepted alternates. A pre-bid conference will be held at the project site, 38 Whitman St., New Bedford, MA at 9:00 AM on Wednesday, August 17, 2022. The New Bedford Housing Authority (NBHA) reserves the right to waive any informality in or reject any and all bids or to waive any informality in the bidding. No bid shall be withdrawn for a period of thirty (30) days, Saturdays, Sundays and legal holidays excluded, after approval of the award by the NBHA without written consent of the NBHA.
