The New Bedford Housing Authority (NBHA), the awarding authority, is requesting proposals from qualified firms having sufficient experience in performing Crime Prevention Through Environmental Design (hereafter, “CPTED”), to perform CPTED assessments on all the NBHA properties. Firms must have staff or individuals with professional training and should have a Crime Prevention Through Design (CPD) designation from an accredited agency such as the National Institute of Crime Prevention (NICP). This contract is intended as a short-term agreement with a duration of less than one year. To submit a proposal to perform this work, the inspector should be a current CPD, as defined above, and must have been a practitioner for a minimum of three (3) years from the due date of the RFP.
The formal Request for Proposals (RFP) package is available from the NBHA, Modernization Office, 128 Union Street, 4TH Floor, New Bedford, Mass. 02740 during regular business hours of 8:30am and 4:30pm, Monday through Friday excluding Massachusetts holidays (or any other office closure) beginning August 3, 2026. The deadline for submitting questions or RFIs concerning this RFP is 4:00 p.m. on AUGUST 13, 2026. Answers will be e-mailed, via addenda, to all Bidders who received an RFP from the Housing Authority. All proposals must be submitted in accordance with the RFP submission requirements in order to be considered.
Proposals will be received no later than August 20, 2026, at 2:00 p.m. Proposals must be delivered to: NBHA, Modernization Office, 128 Union Street, 4TH Floor, New Bedford, Mass. 02740 and received no later than the date & time specified above. The proposal may be sent electronically to modteam@nbha-ma.org or may be delivered and clearly marked RFP: CRIME PREVENTION THROUGH ENVIRONMENTAL DESIGN (CPTED) on the outside of the envelope.
The NBHA will award the contract to the firm with the most advantageous proposal from a responsible and responsive proposer taking into consideration price which will be negotiated after the evaluation process. The Board of Commissioners of the New Bedford Housing Authority is authorized to execute a contract in connection therewith.
All proposals are subject to the provisions of M.G.L. c.30B §6 and U.S. Dept. of H.U.D. 7460.8 REV3 and 2 CFR Part 200 §§ 200.317–200.327 each where applicable.
NBHA’S RESERVATION OF RIGHTS: The NBHA reserves the right to reject any or all proposals, to waive any informality in the RFP process, or to terminate the RFP process at any time, if deemed by the NBHA to be in its best interests. The NBHA reserves the right to terminate a contract awarded pursuant to this RFP, at any time for its convenience upon 30 days’ written notice to the successful proposer(s). The NBHA reserves the right to determine the days, hours and locations that the successful proposer(s) shall provide the services called for in this RFP. The NBHA reserves the right to retain all proposals submitted and not permit withdrawal for a period of 60 days subsequent to the deadline for receiving proposals without the written consent of the NBHA Contracting Officer (CO). The NBHA reserves the right to negotiate the fees proposed by the proposer entity. The NBHA reserves the right to reject and not consider any proposal that does not meet the requirements of this RFP, including but not necessarily limited to incomplete proposals and/or proposals offering alternate or non-requested services. The NBHA shall have no obligation to compensate any proposer for any costs incurred in responding to this RFP. The NBHA shall reserve the right at any time during the RFP or contract process to prohibit any further participation by a proposer or reject any proposal submitted that does not conform to any of the requirements detailed herein. The NBHA reserves the right to reject any and all proposals and to award a contract that is in the best interest of the New Bedford Housing Authority. Incomplete submittals are not acceptable and will not be evaluated or considered for an award. All documents and submittals shall be received by the NBHA on or before the due date. Late submittals will remain unopened. The NBHA is not responsible for delays in the receipt of your proposal regardless of the form of delivery. Proposals submitted become the property of NBHA and will not be returned.
In accordance with Section 3 of the HUD act of 1968, as amended, opportunity for employment and contracting to the greatest extent feasible shall be given to Section 3 eligible residents and businesses.
