The New Bedford Housing Authority, the Awarding Authority, invites quotes from qualified Contractors to provide a ROOF REPAIRS at the Brickenwood (AMP 60) federally funded (HUD) public housing development located in New Bedford, Massachusetts in accordance with the contract documents. Award shall be made to the responsible contractor offering to perform the work at the lowest price. The work included in the Base Bid of this Request For Quotes (RFQ) requires the successful bidder to provide spot ROOF REPAIRS to a list of existing storm damaged three (3) tab shingle roofing. The work of the Base Bid must be brought to completion within fourteen (30) days from notice to proceed. This RFQ also requires the successful bidder to provide Unit Pricing, if accepted, to be utilized for any future spot repairs necessary for a period of one (1) year.
Quotes will be received until 2:00 p.m., Thursday June 11, 2020 at which time and place said quotes will be recorded and posted immediately thereafter in the Procurement Office, 128 Union Street, 4TH Floor, New Bedford, Massachusetts, USA, 02740. Quotes must be in writing and may be hand delivered, parcel mailed, faxed or e-mailed (“email@example.com”) to the: New Bedford Housing Authority, Procurement Office, 128 Union Street, 4TH Floor, New Bedford, Massachusetts 02740 and received no later than the date & time specified above.
The Contract Documents will be available from the New Bedford Housing Authority, Procurement Office, 128 Union Street, 4TH Floor, New Bedford, Massachusetts 02740 between the hours of 8:30am and 4:30pm, Monday through Friday excluding holidays (or any other office closure) beginning May 27, 2020. Bidders may obtain one (1) complete set of Contract Documents by sending a request and contact information to “firstname.lastname@example.org”. A self-guided, not mandatory, pre-bid walkthrough to view the project sites is scheduled for Tuesday June 2, 2020 at 10:00 a.m.
Each signed Form for Quotes shall be accompanied by HUD Form 5369-A, CERTIFICATION OF COMPLIANCE with EXEC. ORDER 11246), EEO CERTIFICATION, REFERENCES, Statement of Qualifications, CORPORATE ID, REAP CERTIFICATION and NON-COLLUSIVE AFFIDAVIT. Certified payroll reports and proof of Insurance and OSHA 10 Certification will also be required of the successful bidder.
Quotes are subject to M.G.L. c.149 §44A-J & to minimum wage rates as required by M.G.L. c.149 §§26 to 27H inclusive. Quotes are also subject U.S. Dept. of H.U.D. 7460.8 REV2 and 2 CFR Part 200 §§ 200.317–200.326 each where applicable. Wages are subject to minimum wage determinations pursuant to Section 110, Title I, Housing and Community Development Act of 1974 (42USC5301). Wages are also subject to minimum wage rates determined by the Massachusetts Department of Labor and Industries pursuant to M.G.L. Chapter 149, Sec. 26 to 27H. The schedule of wage rates applicable to this contract are included in the contract documents. No quote shall be withdrawn for a period of sixty (60) days upon opening of quotes without the consent of the Authority. The Authority reserves the right to waive any informalities or irregularities in any or all quotes, or to reject any or all quotes, in whole or in part, if it be in the public interest to do so.
