INVITATION FOR BIDS

The New Bedford Housing Authority (NBHA), the Awarding Authority, request written responses from qualified contractors to provide on-call, routine and emergency ELECTRICAL response and repair WORK (NBHA-23-132) in accordance with the contract documents. The work under this contract shall be performed on an as needed basis, in state aided (DHCD) and federally funded (HUD) public housing developments owned and operated by the NBHA in New Bedford, Massachusetts. A list of all NBHA developments to be included in the contract is contained in the project manual. Award will be made to the responsible contractor offering to perform the work at the lowest price. The term of the contract is for one (1) year.

Sealed quotes will be received until 2:00 p.m., Monday November 27, 2023 at which time and place all quotes received will be opened forthwith, read aloud, witnessed and the results distributed to all bidders by e-mail immediately thereafter. Sealed quotes must be delivered to: New Bedford Housing Authority, Procurement Office, 128 Union Street, 4TH Floor, New Bedford, Massachusetts 02740 and received no later than the date & time specified above. Unexpected Closures: If at the advertised time scheduled for the bid opening the New Bedford Housing Authority Procurement Office is closed due to uncontrolled events such as fire, snow, ice, wind or building evacuation, then the bid opening will be postponed until 10:00 a.m. on the next regularly scheduled business day. All bids will be accepted until that day and time.

Bid Documents will be available from the New Bedford Housing Authority, Procurement Office, 128 Union Street, 4TH Floor, New Bedford, Massachusetts 02740 between the regularly scheduled business hours of 8:30 a.m. and 4:30 p.m., Monday through Friday excluding holidays (or any other office closure) beginning November 08, 2023. Bidders may obtain Bid Documents by sending a request and contact information to “kevin.rego@nbha-ma.org”.

All quotes must be accompanied by a Non-Collusive Affidavit. All quotes shall also be accompanied by Revenue Enforcement and Protection (Reap) Certification; Corporate Identification; Qualifications Data Form and Statement of Qualifications; References; Section 3 Employee List; Certification Regarding Equal Employment Opportunity; Certification of Compliance with Executive Order 11246; HUD Form 2530 and HUD Form 5369-A.

Proof of OSHA 10 Certification for each worker to be employed under the contract is also required of the successful bidder.

Bids are subject to M.G.L. c.149 §44A-J & to minimum wage rates as required by M.G.L. c.149 §§26 to 27H inclusive. Bids are also subject U.S. Dept. of H.U.D. 7460.8 REV2 and 2 CFR Part 200 §§ 200.317–200.326 each where applicable. Wages are subject to minimum wage pursuant to the Davis-Bacon wage determinations for work performed on federally funded public property. Wages are subject to minimum wage rates determined by the Massachusetts Department of Labor and Industries pursuant to M.G.L. Chapter 149, Sec. 26 to 27H for work performed on state aided public property. The schedule of wage rates applicable to this contract are included in the project manual. No bid shall be withdrawn for a period of thirty (30) days upon opening of bids without the consent of the NBHA. The NBHA reserves the right to waive any informalities or irregularities in any or all bids, or to reject any or all bids, in whole or in part, if it be in the public interest to do so.

In accordance with Section 3 of the HUD act of 1968, as amended, opportunity for employment and contracting to the greatest extent feasible shall be given to Section 3 eligible residents and businesses.
