NBHA 23-128 Elevator Maintenance

INVITATION FOR BIDS

The New Bedford Housing Authority (NBHA), the Awarding Authority, invites sealed bids from qualified ELEVATOR MAINTENANCE Contractors for providing routine elevator preventive maintenance as well as emergency response and repair (NBHA-20-126) of six (6) passenger elevators, one (1) vertical reciprocating conveyor and two (2) wheelchair lifts located at five (5) State (Massachusetts) and Federally (HUD) aided public housing developments in New Bedford, Massachusetts for the NBHA in New Bedford, Massachusetts. The term of the contract is three (3) years. The estimated cost is $200,000.00, for the term of the complete contract, which includes any required materials for an estimated material cost of $25,000.

Based on Governor Baker’s declared state of emergency, in-person bid openings are not required at the present time therefore bids will not be publicly opened. However, General Bids will be received until 2:00 p.m., Thursday October 26, 2023 opened forthwith, read aloud, witnessed and the results distributed to all bidders by e-mail immediately thereafter. All Bids should be sent to: the New Bedford Housing Authority Procurement Office, 128 Union Street – 4^TH Floor, New Bedford, Massachusetts 02740 and received no later than the date & time specified above.

General bids shall be accompanied by a bid deposit (certified or cashier’s check) that is not less than five (5%) of the greatest possible bid amount (considering all alternates) and made payable to the New Bedford Housing Authority.  Bids are subject to M.G.L. c.149, §§ 44A-44J and to minimum wage rates as required by M.G.L. c.149 §§26 to 27H inclusive. Bids are also subject U.S. Dept. of H.U.D. 7460.8 REV2 and 2 CFR Part 200 §§ 200.317–200.326 each where applicable. No bid shall be withdrawn for a period of thirty (30) days upon opening of bids without the consent of the Authority. The Authority will reject any and all bids when required to do so by the above referenced General Laws. In addition, the Authority reserves the right to waive any informality in any or all bids or to reject any or all bids (in whole or in part) if it be in the public interest to do so.

In accordance with Section 3 of the HUD act of 1968, as amended, opportunity for employment and contracting to the greatest extent feasible shall be given to Section 3 eligible residents and businesses.
