INVITATION FOR BIDS

The New Bedford Housing Authority (NBHA), the awarding authority, invites sealed bids from qualified Contractors to provide FIRE AND SPRINKLER ALARM SYSTEMS TESTING AND INSPECTION SERVICES (NBHA-22-143) in accordance with the contract documents. The Work under this contract requires periodic testing and inspection of various fire systems that include fire alarm systems, commercial kitchen hood fire systems, emergency and exit lighting, and fire sprinkler systems at various state aided and federally funded public housing developments owned and operated by the NBHA in New Bedford, Massachusetts. A list of all locations to be included in the contract is contained in the project manual. All tests and inspections shall be performed in accordance with the latest edition of relevant NFPA codes and regulations including but not limited to; NFPA 25, NFPA 17A, NFPA72 and NFPA Standard 101, Chapter 31 as amended. The selected vendor must have the capacity, qualifications, experience, personnel and equipment capable of performing the work specified.

Contractors are strongly encouraged to view the project sites prior to bidding, therefore a self-guided walkthrough is scheduled for Tuesday January 17, 2023 from 9:00 a.m. to 4:30 p.m. Bidders may also inspect the project sites during regular business hours after first announcing themselves to the property managers. Property management contact information is included in the Bid Documents. The term of the contract is for a three (3) year period.

Bid Documents will be available from the NBHA, Procurement Office, 128 Union Street, 4TH Floor, New Bedford, Massachusetts 02740 during regular business hours of 8:30am to 4:30pm, Monday through Friday excluding Massachusetts holidays (or any other office closure) beginning Wednesday January 11, 2023. Bidders may obtain Bid Documents free of charge by sending a request and contact information to; kevin.rego@nbha-ma.org.

Sealed Bids will be received until 2:00 p.m. on Thursday January 26, 2023. Bids must be delivered to: NBHA, Procurement Agent, 128 Union Street, 4TH Floor, New Bedford, Massachusetts 02740 and received no later than the date & time specified above. Sealed bids must be in an envelope clearly marked “IFB: NBHA-22-143 FIRE ALARM SERVICES”. Unexpected Closures: If at the advertised time scheduled for the bid opening the New Bedford Housing Authority – Office of the Procurement Agent is closed due to uncontrolled events such as fire, snow, ice, wind or building evacuation, then the bid opening will be postponed until 10:00 a.m. on the next regular business day. All bids will be accepted until that time and date.

No bid shall be withdrawn for a period of thirty (30) days upon opening of bids without the consent of the NBHA. The NBHA will award a contract to the responsible and responsive bidder offering the best price. The Board of Commissioners of the NBHA is authorized to execute a contract in connection therewith.

All bids are subject to the provisions of M.G.L. c.30B §5 and U.S. Dept. of H.U.D. 7460.8 REV2 and 2 CFR Part 200 §§ 200.317–200.326 each where applicable. The NBHA reserves the right to reject any and all bids when required to do so by the above referenced General Laws and regulations. In addition, the Authority also reserves the right to waive any informality in any or all bids or to reject any or all bids (in whole or in part) if it be in the public interest to do so.

In accordance with Section 3 of the HUD act of 1968, as amended, opportunity for employment and contracting to the greatest extent feasible shall be given to Section 3 eligible residents and businesses.
