LAWN CARE SERVICES NBHA 24-101

INVITATION FOR BIDS

The New Bedford Housing Authority (NBHA), the awarding authority, invites sealed bids from qualified contractors to provide professional Lawn Care Services in accordance with the contract documents. The work includes the utilization of a fully supervised professional workforce to provide scheduled lawn care maintenance. These services consist of one professional lawn care company providing Lawn Care Services at numerous State aided (DHCD) and Federally funded (HUD) public housing developments owned and operated by the NBHA in New Bedford, Massachusetts. The term of the contract is three (3) years. The total estimated cost is $660,000. It is anticipated that the term shall extend from: March 2024 to March 2027. Award shall be made to the qualified, responsible and responsive bidder offering the best price.

Sealed bids will be received until 2:00 p.m., Wednesday February 07, 2024 at which time and place said bids will be opened in the presence of a witness, recorded and the results e-mailed to all bidders immediately thereafter. Sealed bids must be delivered to: NBHA, Procurement Office, 128 Union Street, 4^TH Floor, New Bedford, Mass. 02740 and received no later than the date & time specified above. Unexpected Closures: If at the advertised time scheduled for the bid opening the NBHA Offices are closed due to uncontrolled events such as snow, ice, fire, wind or building evacuation, then the bid opening will be postponed until 10:00 a.m. on the next scheduled business day and all bids will be accepted until that time and date.

 Bid Documents will be available from NBHA, Procurement Office, 128 Union Street, 4^TH Floor, New Bedford, Mass. 02740 between regular business hours of 8:30am and 4:30pm, Monday through Friday excluding holidays (or any other office closure) beginning January 22, 2024. Each bid shall be accompanied by; a signed Bid Form, a signed Form For Unit Prices, Suitable References, a Plan for Services, Statement of Qualifications, Corporate Identification, REAP Certification, Certificate of Compliance with Executive Order 11246, EEO Certification, Section 3 Business Employee List, HUD FORM 5369-C, and Certification of Non-Collusion.

All bids are subject to M.G.L. c.30B, §5 and the U.S. Dept. of H.U.D. 7460.8 REV2 and 2 CFR Part 200 §§ 200.317-200.326 each where applicable. No bid shall be withdrawn for a period of sixty (60) days upon opening of bids without the consent of the NBHA. The NBHA reserves the right to waive any informalities or irregularities in any or all bids, or to reject any or all bids, in whole or in part, if it be in the public interest to do so. The NBHA will reject any and all bids when required to do so by the above referenced General Laws. In addition, the NBHA reserves the right to waive any informality in any or all bids or to reject any or all bids (in whole or in part) if it be in the public interest to do so.

In accordance with Section 3 of the HUD act of 1968, as amended, opportunity for employment and contracting to the greatest extent feasible shall be given to Section 3 eligible residents and businesses.
