The New Bedford Housing Authority is inviting proposals from qualified Architectural or Engineering Firms to provide professional design and construction administration services for the HVAC systems upgrades located at 8 Amanda Ave., Dottin Place Family Development Administration building, MA 7-12, AMP 90. The construction related work includes: the replacement of the existing HVAC system, specifically two (2) Commercial Air Handlers serving the HVAC system, and all its components with new, engineered to the proper size and tonnage.
The Dottin Place I Housing Development was built between 1972 – 1992. The Development sits roughly on a seven acre parcel. The Administration building is constructed of wood frame with asphalt roofs and painted white cedar shingles. PVC trim has been installed in replacement of wood on all eaves, rakes, doors and windows.
The Architectural/ Engineering services requested under this solicitation include all investigative, design, final design/ schematics, cost estimation, construction documents, bidding, construction administration, and project close-out services. The successful Architect/ Engineer will also be required to employ a Clerk of the Works as a reimbursable cost with 10% mark-up. Final drawings must be submitted to the NBHA on AutoCAD. The scope includes this project being bid electronically on Biddocsonline.com. The Architect/ Engineer must provide two hard copies of the complete contract documents to the NBHA when posted on Biddocsonline.com for review by the public.
Estimated cost of construction is $60,000.00. This Project encompasses the design/ engineering services for replacing the two (2) Air Handlers serving the HVAC system with new. Construction of Dottin Place Administration Building began before 1978, please ensure that the specifications include compliance with EPA rules for Renovation, Repair and Painting Program.
Architects/ Engineers submitting proposals must be registered in Massachusetts and be experienced in residential modernization with prior HUD and public housing authority experience preferred.

Proposals must be submitted no later than 2:00 PM on June 11, 2020 by mailed to The New Bedford Housing Authority Modernization Department 4th floor 128 Union Street New Bedford, MA 02740 or sent electronically to modteam@nbha-ma.org Submit one original and five copies of the Proposal.

A Pre-Bid walkthrough is scheduled for 2:00 PM on May 28, 2020. Meeting location will be 8 Amanda Ave., New Bedford, MA 02746. All proposers are urged to visit the site before submitting a proposal in order to understand the conditions of the project. Visitors must wear masks, & groups of no more than 2 at a time will be allowed.
