Request for Proposal Design Services – Harwich Manor Roof Replacement

The New Bedford Housing Authority is inviting proposals from qualified Architectural or Engineering Firms to provide professional design and construction administration services for the Roof Replacement Project located at Harwich Manor located at 105 Dawson Street New Bedford, MA, MA 7-8, AMP 90. The construction related work includes: the removal of the existing asphalt roof and underlayment’s, all flashing; removal of the existing solar panels (30); installation of new flashing; installation of new 30-year architectural asphalt roof; re-installation of the solar panels (30).
Harwich Manor was built in the early 1970’s. The development encompasses Three (3) two-story buildings with a total of 30 units. The units are all two (2) bedroom units. Harwich Manor sits roughly on a 1.6 acre parcel. The buildings are constructed of wood frame with pitch asphalt roofs. Exterior first story and building ends are brick veneer. Second story is clad siding. PVC trim has been installed in replacement of wood on all eaves, rakes, doors and windows.
The Architectural/ Engineering services requested under this solicitation include all investigative, design, final design/ schematics, cost estimation, construction documents, bidding, construction administration, and project close-out services. The successful Architect will also be required to employ a Clerk of the Works as a reimbursable cost with 10% mark-up. Final drawings must be submitted to the NBHA on AutoCAD. The scope includes this project being bid electronically on Biddocsonline.com. The Architect must provide two hard copies of the complete contract documents to the NBHA when posted on Biddocsonline.com for review by the public.
Estimated cost of construction is $150,000.00. This Project encompasses roof & flashing replacement to 30 units and 3 buildings. Construction of Harwich Manor began before 1978, please ensure that the specifications include compliance with EPA rules for Renovation, Repair and Painting Program.
Architects/ Engineers submitting proposals must be registered in Massachusetts and be experienced in residential modernization with prior HUD and public housing authority experience preferred.
