The New Bedford Housing Authority, the Awarding Authority, invites sealed quotes pursuant to contractual firm fixed price agreements, including labor and materials, for providing GLASS replacement and associated window and door repair WORK in accordance with the contract documents. The work under this contract shall be performed both off-site and on-site at the various State aided and Federally funded public housing developments owned and operated by the New Bedford Housing Authority in the city of New Bedford, Massachusetts. A list of all public housing authority developments to be included in the contract is contained in the project manual.
The term of the contract is for one (1) year. Award shall be made to the responsible contractor offering to perform the work at the lowest price.

Sealed quotes will be received until 2:00 p.m., Thursday June 18, 2020 at which time and place all bids received will be opened, recorded, witnessed and the results distributed to each bidder immediately thereafter. Sealed quotes must be delivered to: New Bedford Housing Authority, Procurement Office, 128 Union Street, 4TH Floor, New Bedford, Massachusetts 02740 and received no later than the date & time specified above.
In addition to a signed Form for Quotes each bid shall be accompanied by HUD Form 5369-A, Certification of Compliance with the President’s Executive Order 11246, Equal Employment Opportunity Certification, Section 3 (current) Employee List, References, a Statement of Qualifications, Corporate Identification, Revenue Enforcement and Protection Certification and a Non-Collusive Affidavit. Proof of OSHA 10 Certification will also be required of the successful bidder.
Quotes are subject to M.G.L. c.149 §44A-J & to minimum wage rates as required by M.G.L. c.149 §§26 to 27H inclusive. Quotes are also subject U.S. Dept. of H.U.D. 7460.8 REV2 and 2 CFR Part 200 §§ 200.317–200.326 each where applicable. Wages are subject to minimum wage determinations pursuant to Section 110, Title I, Housing and Community Development Act of 1974 (42USC5301). Wages are also subject to minimum wage rates determined by the Massachusetts Department of Labor and Industries pursuant to M.G.L. Chapter 149, Sec. 26 to 27H. The schedule of wage rates applicable to this contract for on-site work is included in the contract documents. No quote shall be withdrawn for a period of sixty (60) days upon opening of quotes without the consent of the Authority. The Authority reserves the right to waive any informalities or irregularities in any or all quotes, or to reject any or all quotes, in whole or in part, if it be in the public interest to do so.
In accordance with Section 3 of the HUD act of 1968, as amended, opportunity for employment and contracting to the greatest extent feasible shall be given to Section 3 eligible residents and businesses.
