Dottin Place II Roof Replacement

The New Bedford Housing Authority, New Bedford, Massachusetts, the Awarding Authority, invites sealed bids from Roofing Contractors for completing roof replacement at Dottin Place II, Project MA 7-22; in accordance with the documents prepared by William Starck Architects, Inc., 126 Cove Street, Fall River, Massachusetts.

The work is estimated to cost approximately $100,000. 

The work generally includes, but is not limited to the following:

  1. Complete removal and replacement of asphalt-shingled roofing assemblies, including felt and ice/water shield underlayment, attic ventilation and incidental replacement of deteriorated wood roof decking.
  2. Replacement of wood rake and fascia boards with new PVC boards. This work is part of a Bid Alternate. 
  3. Replacement of aluminum gutters. This work is part of a Bid Alternate.

Bids are subject to Equal Employment Opportunities, bonding requirements and other bidding and contract requirements as set forth in the construction documents.

Bids shall be submitted online at, received until 2:00 p.m. on Thursday, July 30, 2020 and publically opened online, forthwith.

Bidders must be certified by the Division of Capital Asset Management and Maintenance (DCAMM) in the work category: Roofing

Bids shall be accompanied by a Bid Deposit that is not less than five percent (5%) of the bid amount and made payable to the New Bedford Housing Authority.

Bid Forms and Bidding Documents will be available for viewing and/or for pick-up beginning Wednesday, July 15, 2020.  Hard copies of Bid Forms and Contract Documents will be available for pick-up at Nashoba Blue, Inc. at 433 Main Street, Hudson, MA 01749 (978-568-1167) and viewed at

Bid Forms and Bidding Documents may be downloaded at no charge.  However, there is a plan deposit of $50.00 per set for each hard copy (maximum of 2 sets), if requested by the bidder, payable to BidDocs ONLINE Inc.  Plan deposits may be electronically paid or by check. This deposit will be refunded for up to two (2) sets for bidders upon return of the sets in good condition within thirty (30) days of receipt of bids.  Otherwise the deposit shall be the property of the Awarding Authority.


Bidders requesting Contract Documents to be mailed to them shall include a separate check for $40.00 per set for UPS Ground (or $65.00 per set for UPS overnight), nonrefundable, and payable to the BidDocs ONLINE Inc., to cover mail handling costs.

The project site and exterior of buildings will be available for a non-mandatory Pre-Bid walk-thru at 10:00 A.M., Tuesday, July 21, 2020.  The Pre-bid meeting will take place at Dottin Place, 1171 Church Street, New Bedford, MA 02745. Due to the Covid-19 pandemic, attendees are required to wear a face mask and social-distancing practices will be obligatory.

The New Bedford Housing Authority reserves the right to reject any or all bids or to waive any informalities in the bidding if it be in the public interest to do so.

All bids must conform with provisions of Mass. General Law, Chapter 149, Section 44A to 44L inclusive, M.G.L. c.30 § 39M & to minimum wage rates as required by the Davis/Bacon Acts subject to the provisions of 29 CFR 5.5 as amended by the U.S. Department of Labor. The project is subject to Title VI of the Civil rights Act of 1964, Section 3 of the Housing and Urban Development Act of 1968 and the instructions to Bidders
