The New Bedford Housing Authority invites Contractors to submit Bids for NBHA-027-2022- Caroline Street Development Parking Lot Asphalt Sealcoating & Line Striping in New Bedford, Massachusetts, in accordance with the documents prepared by the New Bedford Housing Authority.

The Project consists of: The Contractor furnishing all materials & equipment necessary to protect, clean, crack fill, remove oil spots, asphalt sealcoat, & line striping all exterior bituminous surfaces as well as all other associated work specified within the contract documents.

The construction cost is estimated to be $ 15,000.00

General Bids must be submitted no later than 2:00 PM on 6/30/2022 or mailed to The New Bedford Housing Authority Modernization Department 4th floor 128 Union Street New Bedford, MA 02740 or sent electronically to modteam@nbha-ma.org

All bids must conform with provisions of Mass. General Law, Chapter 149, Section 44A to 44L inclusive, M.G.L. c.30 § 39M & to minimum wage rates as required by the Davis/ Bacon Acts subject to the provisions of 29 CFR 5.5 as amended by the U.S. Department of Labor. The project is subject to Title VI of the Civil rights Act of 1964, Section 3 of the Housing and Urban Development Act of 1968 and the instructions to Bidders.  The NEW BEDFORD HOUSING AUTHORITY is an Equal Opportunity Employer.

Each General Bid shall be accompanied by:

  3. Certificate of Vote of Authorization
  4. Debarment Disclosure Form
  5. HUD Form 5369 and 5369A
  6. Non-Collusive Affidavit
  7. Tax Compliance Certification
  8. Certificate of Bidder regarding EEO
  9. HUD Form 2530 Previous Participation
  10. Certificate of Compliance Executive Order 11246
  11. Massachusetts Executive Order 481
  12. Section 3 Compliance Agreement – August 2018 – Section B, C, D, & E
  13. Certificate of Workmanship Compliance
  14. Certificate of Schedule of Compliance

No Bid of a General Bidder shall be withdrawn, after opening thereof, prior to thirty (30) days, Saturdays, Sundays, and legal holidays excluded, of the award of the general contract, without the consent of the New Bedford Housing Authority.

CONTRACTOR CERTIFICATION

The Prime Contractor is not required to have any DCAMM Certifications 

PRE-BID CONFERENCE

There will be no Pre-bid conference.  Contractors may visit the site during the hours of 8:00 am – 5:00 pm Monday through Saturday.  Caroline Street Development has a central center location of 26 Caroline Street.  

BID DOCUMENTS AND DEPOSITS

No Bid Deposit will be required.

Bid documents may be obtained by calling or mailing a written request to the New Bedford Housing Authority Modernization Department 128 Union Street 4th floor, New Bedford, MA 02740. 508-997- 4852. Or by electronic request via modteam@nbha-ma.org

Requests for Information, (RFI’s) must be submitted no later than 4-business days before the bid due date. Request must be directed to the New Bedford Housing Authority Modernization Department 128 Union Street 4th floor, New Bedford, MA 02740. 508-997-4852. Or by electronic request via modteam@nbha-ma.org  Questions must include the bidder’s name, the name, title, address, telephone number, & email address of the individual to whom responses to the bidder’s questions should be provided. The NBHA will provide all individuals that received a copy of this solicitation with the questions posed to the NBHA by the solicitation deadline along with responses within a reasonable time after the solicitation question deadline.

OSHA REQUIREMENTS

The contractor and all subcontractors shall furnish to the Owner, with the first certified payroll report, documentation indicating that each employee has successfully completed 10 hours of an OSHA course in construction safety and health.  This course must be approved by the United States Occupational Health and Safety Administration.

RIGHT OF THE AWARDING AUTHROITY TO REJECT BIDS

The New Bedford Housing Authority reserves the right to reject any or all bids or to waive informalities in the bidding if it be in the public interest to do so.

MINIMUM WAGE RATES

Minimum rates of pay have been established for the project by the Secretary of Labor in accordance with Public Law 403 and the Seventy-fourth Congress approved August 10, 1935, as amended.

Bids are subject to M.G.L. c.149 §44 A-J & to minimum wage rates established for the project by the Federal Davis-Bacon Act (DBA)
