The New Bedford Housing Authority, the Awarding Authority, invites sealed bids from qualified
DCAMM certified contractors to provide AIR PURIFICATION SYSTEM installations at the Boa Vista
public housing development (NBHA-21-120) in New Bedford Massachusetts in accordance with the
contract documents. The successful bidder, upon notification to proceed with the work, will be
required to complete this project within thirty (30) calendar days.
Sealed bids will be accepted, at the New Bedford Housing Authority Procurement Office 128
Union Street 4TH Floor New Bedford Massachusetts 02740, until 2:00 p.m. on Thursday August
19, 2021 at which time and place said bids will be publicly opened and read aloud.

Bid Documents will be available from New Bedford Housing Authority, Procurement Office, 128
Union Street, 4TH Floor, New Bedford, Massachusetts 02740 between regular business hours of
8:30am and 4:30pm, Monday through Friday excluding holidays (or any other office closure)
beginning August 4, 2021. Bidders may obtain Bid Documents by e-mailing their contact
information to James F. Costa, Procurement Agent, at
General bids will be rejected unless a Bid Deposit is included that is not less than five percent (5%)
of the value of the total bid amount and made payable to the New Bedford Housing Authority.
All bids are subject to M.G.L. c.149 §44A-J, to minimum wage rates as required by M.G.L. c.149
§§26 to 27H inclusive, the U.S. Dept. of H.U.D. 7460.8 REV2 and 2 CFR Part 200 §§ 200.317–
200.326 each where applicable. Bids will be considered only from bidders who submit with their
bid, a Current Certificate of Eligibility as a prime ELECTRICAL contractor from the Commonwealth
of Massachusetts Division of Capital Asset Management and Maintenance (DCAMM), including
an UPDATE STATEMENT. DCAMM forms are available from the DCAMM Contractor Certification
Office; One Ashburton Place, Suite 107, Boston, Massachusetts, 02108. Or by phone at 857-204-
1304 or by e-mail to: The Authority will reject any and all bids
when required to do so by the above referenced General Laws. No bid shall be withdrawn for a
period of thirty (30) days upon opening of bids without the consent of the Authority. The
Authority reserves the right to waive any informalities or irregularities in any or all bids, or to
reject any or all bids, in whole or in part, if it be in the public interest to do so.
In accordance with Section 3 of the HUD act of 1968, as amended, opportunity for
employment and contracting to the greatest extent feasible shall be given to Section 3
eligible residents and businesses.
